Systemic transformation of delivery and quality of
Samarth is engaged in the systemic transformation of quality and delivery of education in Himachal Pradesh. A partnership with the Directorate of Elementary Education (DEE) and Sarva Shiksha Abhiyan (SSA), Samarth, focuses on transforming elementary education by improving learning levels of students across 15,000 government schools.
Samarth has three objectives. First, to improve student learning levels by 10% points. Second, to achieve grade level competency for 75% of the students. Third, to ensure that Himachal is among the top three states in National Achievement Survey (NAS).
Samarth is currently working in twelve districts on Himachal Pradesh engaging 15,426 schools, 50,000 teachers and impacting more 5,43,533 students.
We began by conducting an in-depth profiling and diagnostic of every district to gain a bottom-up understanding of the issues pertaining to our mandate. Post this diagnostic, we identified and designed initiatives related to students, teachers and government officials. Our initiatives focus on making life easier for all stakeholders and are cross-cutting in nature, which create a strong foundation for success.
Student facing initiatives include the preparation of a subject and grade-wise chart called ‘Seekhne-ke-Pratifal’. This is a chart of all expected learning outcomes. With this, we aim to shift the focus of learning from chapters to competencies. Ensuring on-time delivery of textbooks to government schools further eliminates loss of teaching time at the beginning of academic cycle. We have also implemented ‘m-report card’ which is an SMS based assessment result delivery system for increasing parent engagement in their child’s education.
For the teachers, Samarth has developed an online app consisting of tailored short videos and resources to improve teacher training. We have also disseminated teaching tips to teachers through SMS for continuous learning. In addition, there now exists a continuous system of recognition to celebrate teachers, their best practices and their innovative ideas.
On the governance front, Samarth has put OMR technology to use for digitization of student level assessment data. We have also created an online assessment dashboard for enabling data backed decision making. We also helped streamline school inspection processes and enable tracking of progress of actions. Further, we created a specialized e-SMS portal and 50+ Whatsapp groups to assist the Education Department in sending official communication to stakeholders. We designed the School Development Plan through an online mechanism to allow heads of schools to define short actionable targets for school improvement for increasing accountability. We also drove design changes and usage of Personnel Management Information System (PMIS) to facilitate paperless administration within the Education Department.
