Systemic transformation of delivery and quality of
Samarth is engaged in the systemic transformation of quality and delivery of education in Himachal Pradesh. A partnership with the Directorate of Elementary Education (DEE) and Sarva Shiksha Abhiyan (SSA), Samarth has complete focus on transforming elementary education by improving the learning levels of students across 15,000 public schools through systemic interventions.
Samarth will ensure improvement of student learning levels by 10 percentage points, achieve grade level competency for 75% of the students as well as ensure that Himachal is among the top three states in NAS.
SAMARTH is currently operational in twelve districts in Himachal Pradesh engaging with 15,426 schools, 50,000 teachers and greater than 5,43,533 .
We began by conducting an in-depth profiling and diagnostics of every district to gain a bottom-up understanding of the issues pertaining to our mandate. Post this diagnostic, we identified and designed initiatives facing students, teachers and the government officials. All initiatives by Samarth are cross-cutting and horizontal in nature thus developing the backbone and setting the state up for success in any focussed initiatives or new ventures planned going forward. Our initiatives focus on making life easier for all stakeholders involved.
Student facing initiatives include the preparation of a subject and grade-wise chart called ‘Seekhne-ke-Pratifal’ of expected learning outcomes to shift the focus of learning from chapters to competencies, ensuring on-time delivery of textbooks to government schools eliminating loss of teaching time at the beginning of academic cycle and ‘m-report card’ – an SMS based assessment result delivery system for increasing parent engagement in their child’s education.
For the teachers, Samarth has developed an online app consisting of tailored short videos & resources to improve teacher training as well as dissemination of teaching tips to teachers through SMS for continuous learning. In addition, there now exists a continuous system of recognition to celebrate teachers, their best practices and recognize their innovative ideas.
On the governance front, Samarth has put OMR technology to use for digitization of student level assessment data for elementary school students and created an online assessment dashboard for enabling data backed decision making. The team also helped streamline school inspection processes and enabling tracking of progress of actions, created a specialized e-SMS portal and 50+ Whatsapp groups to assist the Elementary Education Department send official communication directly to stakeholders, designed the School Development Plan through an online mechanism to allow Heads of Schools to define short actionable targets for school improvement to enable accountability of administration as well as drive design changes and usage of Personnel Management Information System (PMIS) to facilitate paperless administration within the Elementary Education Department.
