What was the journey of Antyodaya Saral in the Governance Matrix?
Scheme and service delivery in Haryana shifted from being 'Comatose' with low 'political salience' and low 'system capacity' to 'Battle Ready' with high 'political salience' and high 'system capacity'. Political salience for transforming scheme and service delivery in Haryana increased from 2017 to 2018 (corresponding to the 'Shooting Star' quadrant), leading to the launch of Antyodaya Saral as an initiative. From 2018 to 2019, system capacity was built via transformation of the state machinery on the people, process, and infrastructure fronts.
The state's digital infrastructure was built in the form of an online platform to streamline scheme delivery through a single window on top of physical infrastructure in the form of Saral Kendras as citizen touchpoints. High political salience galvanized the people and processes in the system to work in a mission-mode, driving multi-department coordination for all citizen-centric scheme delivery in an efficient and timely manner.

Antyodaya Saral online Portal
The online platform leverages the modular Service Plus architecture of National Informatics Centre (NIC), Government of India. The implementation has been done by NIC Haryana State Unit without any external vendors, to drive ownership of departments and long-term sustainability.

Citizen Touch Points
115 Saral Kendras at District Headquarter, Subdivision and Tehsils act as a single-point interface for citizens to avail all government schemes and services. Each Kendra has a standardised citizen-centric layout adhering to 60+ quality parameters such as token system, adequate waiting area, clean washrooms etc.
